Making Tax Digital for VAT: A Guide for Practices

Despite initial worries that Making Tax Digital (MTD) for VAT would make accountants redundant, in reality, it is likely that clients will seek even more support and advice from practitioners. They will be turning to their accountancy and tax advisers to help them comply with the new regulations. Transitioning some to digital accounting is also likely to mean additional contact with clients and may also lead to further advisory work for you and your team.


How to prepare for MTD for VAT

In July 2018 HMRC published its VAT Notice 700/22 Making Tax Digital for VATwith clarity on how MTD for VAT will run from 1st April 2019. It covered what VAT records must be kept digitally and also included examples and guidance on rules.

HMRC has also published a Stakeholder Communication Pack and, more recently, updated its Guidance for Businesses – to give a more user-friendly explanation of MTD for VAT which, for example, agents can use to help their clients prepare.

With the launch of the public pilot in October came the announcement that some more complex organisations (approximately 3.5% of VAT-registered entities) will have their MTD for VAT mandation date deferred untill 1st October 2019. HMRC also published details of how agents and their clients can sign up to MTD.

Your clients affected by MTD for VAT will be VAT-registered businesses with a taxable turnover above the VAT threshold (currently £85,000). They will need to:

  • Keep their records digitally (for VAT purposes only), and
  • Provide their VAT return information to HM Revenue and Customs (HMRC) through Making Tax Digital (MTD) functional compatible software

The bulk of those businesses must start following the MTD for VAT rules from the first day of their first VAT period that starts on or after 1st April 2019.

Arranging Authorisation for MTD for VAT

Agents submitting MTD for VAT returns for their clients will need a new HMRC Agent Services Account for MTD.  This supersedes the previous 64-8 authorisation.  Your new clients will also need to log into their own Government Gateway accounts to authorise you as an agent to act on their behalf.
